in shortcuts like Meta + s it's working, so it' not a hardware-issue.

That still sounds like a hardware problem, using i in shortcuts you tend to hold the key differently compared to typing. Cleaning the keyboard is a first step IMHO. I have that problem quite often, but then I have cats...

I can 100% verify that the key works on every vm using virtualbox. but outside the vm it only works with shortcuts.
for me that feels like the key is setup somehwere as a shortcut or something, but I don't see it in shortcuts.

alright.. I didn't find any entry using "s" searching in settings or in the files themselfs.. still deleting them and restarting did fix the issue:
~/.config/kglobalshortcutsrc
~/.config/khotkeysrc
