Screen Lock and sleep moves windows to one monitor

I did a search and couldn't find anything relevant to this.

I have two displays configured with the primary display on the right.

When windows are placed on the left screen, if the screen lock engages and the screen is not powered off via power saving settings, when I unlock the screen all windows remain where they were placed.

However, when windows are placed on the left screen, if the screen lock engages and the screen is powered off via power saving settings, when I unlock the screen all windows have been moved to the primary display.

Is there a way to correct this? Spidey-sense says I saw something like this a million years ago under X-Window but...
