Is the wallpaper changing routines supposed to work as an preview?

If yes, I found a bug. When selecting wallpaper and it changes, I can click cancel. In ext step, dialog appear If I would like to do not apply changes. I click discard, the settings stays changed.

I use neon-docker script to test plasma unstable build. Any answer if it is an preview feature, so I can submit bug report?
