kde region language error no additional languages found on

Hi, I installed Ubuntu 23.04 minimal server and then installed kde-desktop on top of that.
The issue is that when I go to the Region and select languages - the buttons for Apply, Add Language, Defaults and Reset are all greyed out.
There is also a message at the top in red that says "There are no additional languages on the system".
It shows Americal English(default) in the window but you cannot click anything as nothing on that page is interactive.
I presume I am missing a component that is needed to make this page work.
I have already tried
apt-get install --reinstall locales
language-pack-en
language-pack-en-base
language-pack-kde-en

I can see the locale install on the command line so all looks good and the system is working ok but I would like to solve the issue above which appears I am missing something.
System Settings say
KDE Plasma Version: 5.25.5
freamework 5.98.0
qt version 5.15.6
kernel version 5.19.0.41-generic (64bit)
