go to system settings (aka configure desktop in kmenu) -> region & language -> time & dates -> time format -> select HH:MM:SS

Not solved!

I can not get the digital clock widget to display in 24 hour format, it will only show AM/PM, quite annoying.... The system time always shows in 24 hour format, why does the widget not work?

Can you detail the steps you made to attempt changing the clock format?

This is controlled through System Settings > Locale > Country/Region & Language > Date & Time. Make sure "Time format" is set to "HH:MM:SS".
