Is that a bug? Panel Setting "Windows can cover"

Hi all,

I've just added a top panel to my amazing KDE4 enviroment, and I selected "Windows can cover" option. Everything work fine but, for example, when I've a maximized window that cover the panel, if the mouse touches the screen top border the panel magically appears on top of the focused window...
So why in this particular case the panel doesn't honors my setting?

I hope I was clear

Kubuntu 8.10 with KDE 4.2.1 from ppa

This is the normal situation...


But if the mouse pointer touches the top screen, the panel goes in front of the focused window:

I have that to, but never thought this to be a bug, more of a feature.
So that you can still access your panel without minimizing window.

I do not know if you could call it a feature ... I can not choose if I want or not the feature...
The thing that annoy me most is that if, for example, I want to minimize or close the window have to be careful not to touch the edge of the screen or the panel goes over the buttons ... very stressful!

Agreed, that's why my panel that can be covered by windows is on the bottom instead of on the top.
You could ask a dev or post a bugreport on bugs.kde.org.
I hope that in future you'll be able to set delay for panel to appear.
