Running xmessage in Xsetup

In early kde3 I was running xmessage in Xsetup to create a pre-login banner, after some upgrades this didn't work and I noticed if I removed the the kdm.options from /etc/kde3/kdm everything worked fine again. Please also note that I did read the docs on kdm.options and what was there did not work either. In any case I have kde 4.1 running on Kubuntu 8.10 and the xmessage is not working in the /etc/kde4/kdm/Xsetup. I have tried to tweak the kdm.options and I also tried to remove it but still get the same issue. Can anyone tell me what has changed or a fix on getting the xmessage pre-login banner to work again.
