No blur effect on KDE 4.2.2

I really like this blur effect which blurs out background of transparent windows making the text more readable. However, I simply can not get it working on my computer.

Core 2 1.6G
ATI Radeon x1400
Kubuntu 9.04 64-bit
latest xserver-xorg-video-ati graphics driver
Standard + mythbuntu repos

The effects are activated using native kde4 (systemsettings->Desktop). Effects works mostly fine (crashes once in a while but that is matter for another post). Only blur is not working.

I did a pretty identical install on a computer with Mobility Radeon HD 3450 and using xorg-driver-fglrx and standard repos. No blur there either with otherwise working effects

Help me out please...

EDIT: I see that this has been pointed out another section 6 months ago with no results. Sorry for the duplication. Also, I will go ahead and add additional info

Open source graphics drivers don't support GLSL shaders which is a requirement for the (Completely broken and unstable that we highly recommend not using) blur effect.
