I'm wondering if the file screen-configurations.xml i found in my home directory is created by KDE? If yes why and what is it for?

The file screen-configurations.xml usually resides in ~/.local and is created by KDE I believe. I do not know what it is used for exactly, but it is probably used by Kephal.

Ok it seems that setting my environment variable XDG_DATA_HOME right got this file in ~/.local

export XDG_DATA_HOME=$HOME/.local/share
