What do you mean with "shrink"? Make everything smaller? Are you talking about widgets or windows?

There's a "Show Desktop" plasmoid (from kdeplasma-addons, I think). If you want to show your desktop without minimizing windows, there's also a "Show Widget Dashboard" widget.

The possibilities do depend on the intended use, but the question reminded me of SystemSettings > Desktop > Desktop Effects > All Effects tab > Window Management > Present Windows.

You can also configure the pager (desktop switcher) to show or hide windows when clicking the current desktop.
