Problem with time setting

Hi
Have a problem with setting time in KDE.
My local time is GMT+3 (Moscow), bios shows local time.
I set time with System Settings -> Date & Time and everything is ok until reboot. date command and KDE clock show right local time, date -u shows right UTC.
After reboot KDE shows old_local_time+3 and UTC show old local time. This happens once after changing time in KDE. And other reboots don't change clock.
Of course, I can modify time directly in bios, for example. But what's the problem with KDE?

Sorry, guys.
It wasn't kde problem. It was a kind of problem with hardware clock settings.
