In case laptop is on battery power, and left idle the power devil will automatically suspend to ram and there will be a notification on system tray. And on resume if I click on that notification it suspends to ram again.

Is this a bug with power devil or some configuration issues ?

That is likely an issue with the notification, please file a bug at bugs.kde.org if one does not already exist.
