I'd like the following:

I have dual screen. One screen is on the left, one screen is on the right.

Each screen has a taskbar (or Panel) at the bottom.

If I have a window of some program, if the window is on the left screen, I want the taskbar button of that window to be in the taskbar of the left screen. If I drag the window to the right screen, I want the taskbar button of the window to go to the taskbar of the right screen.

Gnome does this behaviour automatically if you give each screen a taskbar.

How can I get this behaviour in KDE 4?

I found it myself, give both taskbars a Task Manager, and in settings add a filter for current screen!
