Taskbar is configured autohide. So sometimes mouse contact taskbar. At that time, if I scroll mouse wheel, windows will be minimized or will be changed to another. This is inconvenient to me. So I want to disable scroll wheel on taskbar. How do I this?

As far as I am aware it is not possible to disable that feature at this point in time. You may wish to file a feature request at bugs.kde.org, or file an idea in the Brainstorm.

I would suggest using the inbuilt search function of bugs.kde.org to answer this.
