Can I disable the kicker(big K lower left corner)right mouse button menu?I do not want users to change menu settings.

You need to look into KDE's Kiosk framework for this. In particular, you need to disable KMenuEdit. See techbase.kde.org/SysAdmin for further information.

The key action/kicker_rmb does not work yet. I can make /usr/bin/kmenuedit not executable, so that's solved, but there is still the edit start programs menu where you can mark what should appear in the menu, such as systemsettings and so one. I also want to remove the lock/unlock widgets in the right mouse butoon menu |

I would recommend contacting the Plasma developers in this case. Upgrading to the latest version of KDE, 4.5, is also recommended, as additional improvements in Kiosk support may have been made.
