Exactly the same here, it happens since I updated to 4.6 RC1 and has been there until now. I use kubuntu as well.

Let me know if you fond a solution, I tried searching in kde and kubuntu bugs and found nothing I thinking in opening a bug myself.

In the meantime, the logout widget works fine.

Which graphics card driver does your system use? If it is a Intel i8xx or i9xx then this is a known issue with them.

Unfortunately, other than disable Desktop Effects there isn't much you can do here until the KWin developers fix or workaround the issue.

Do you have UDisks / UDev and UPower operational on your system? Does ~/.xsession-errors indicate which service is last to initiate startup on your system?

This has been fixed in 4.7.2, to my knowledge.
