I have been told it is possible to alt tab programs on different workspaces. The people that have done this on kde 3. How do you enable this on kde 4? I would really like to use this feature.

System Settings -> Window Behavior -> (Task Switcher -> Main ->) List windows: All Desktops.

You're using the wrong settings module. I don't remember if the location of the one you're looking for was changed in 4.6 (or if that's what you're using) but in 4.6 you'll find it in:
"Workspace appearance and behaviour"->Window behaviour->Task switcher
OpenSUSE 11.4, 64-bit with KDE 4.6.4
