hello. whenever i lauch e.g konsole and mc it creates the folders in / not in /root. in gnome everything is ok. what's the reason of it?

If you are referring to .local and .kde4 folders, these are not created by normal KDE applications running as root, but by KDM, due to a bug. Unfortunately I cannot find the bug report at this time, although I do know that one exists.
