Unfortunately I can't read either of the dialogs. If you are seeing that in a KDE application, try running "KDE_LANG=en_US <application name> &" in Konsole. Note that KDE applications use Qt.
Does changing style from QtCurve to something else such as Oxygen change the behaviour? If you still see the behaviour it could be that the features those tabs provide access to are disabled due to missing components / lack of support / etc. Unfortunately the cause can't be determined without knowing the application these screenshots are both from.

Please file a bug report against the QtCurve style. As the KDE Project doesn't provide the QtCurve style, you need to file it at the project's respective tracker.
