After komparing your kwinrc and mine I would start with disabling Blur and see if it helps to switch to a not aurorae style, preferably oxygen. If you have low performance when rescaling windows, try enabling the resize effect.

Also I wonder why there are no [Blacklist] sections in your kwinrc.

I've tried disabling Blur (and blacklisting NVIDIA for the blur effect in kwinrc) without effect. I've also tried different styles and it got a bit better when NOT using oxygen.

It seems we need to wait and see if things improve when new versions are released.
