I run KDE sc 4.6.5 distributed by Fedora 15. I modify kwinrulesrc with kwriteconfig command, but the change is not applied. The configuration file kwinrulerc will be restored soon by the system, so it does not work even by restarting KDE. I have to run kwriteconfig before KDE starts or make the same change with systemsettings. How to apply change after kwinrulesrc is changed manually or by a script?

I believe you need to instruct KWin to reload it's configuration. Unfortunately, i'm not sure exactly how to do this, but the following might be worth a shot:
