I wonder if it is possible to set KDE4 syste wide. I need to set default desktop behavior to be "Directory view" (with icons on it) and change kickoff to old-style one. I found some setting in /usr/share/config, but I dont know what setting I should put there to get desired results.

You likely want to customise the Default Plasma layout. This is written in Javascript, and has documentation on it's format/bindings on KDE Techbase.
