drag and drop to taskbar not implemented?

well on windows i drag files to taskbar and it brings apps to front. it not seems to work?
no solution?

i want to post this in brainstorm but i cant. why?

Which applications are you experiencing this with?
If I use Dolphin and an application such as JuK (Media player, centered around playlists) then it works perfectly.
