each time i choose a new (system) background wallpaper, it takes about 10 seconds before i can even move my mouse, what could be the problem? and also. opening shotwell causes the same problem

I am guessing this is under a new user account, at least in terms of KDE?
Does your user have the appropriate permissions to create files/folders under both /var/tmp and /tmp? Finally, have you verified your system has plenty of free disk space?

yes a new user account, a lot of free disk space, a lot of free ram also
when i installed kde, it asked me whether i wanted vlc or gstream as "back end" or something like that (on arch) i chose gstream, could that be the problem? should i have chose vlc? vlc was acting weired on gnome, so i chose gstream |
