When I right click on the desktop for the Default Desktop Settings dialog, the Search and Launch and the Folder View options do not appear.

Perhaps they were not automatically installed. How can I get them back?

I got it back by moving clearing out the contents of the .kde directory and restarting KDE. That was drastic I lost some settings. I need to create from scratch

next time 1st determine that it works for other users and then we can figure out the proper rc file to rename/delete so you don't loose everything by removing your ~/.kde folder

I use both workstations and VMs and whether its installs is quite a hit and miss affair. Knowing what sub programs and configuration files it depends on would be more useful for me. Is there some documenation for this?

no idea, if there is it would probably be in techbase.kde.org

in general KDE apps have rc (config) file(s) and possibly data folders
they are in ~/.kde[4]/share/config and ~/.kde[4]/share/apps

if you are having what you believe to be a config problem I would normally recommend looking at or renaming the relevant rc file which usually named app_namerc or something similar, if you look there's 2 activity*rc files

When troubleshooting issues such as this, try to see if the normal applet versions of the desktop layouts are available.
It may also help to run "kbuildsycoca4 --noincremental" to rebuild the list of plugins.
