I'm sorry. As far as I know that is not supported by Plasma.

Aaron previously confirmed to me that this more or less is a can of worms, not supported and will not be.
It's not supported by plasma-desktop and also not KWin related.

You can do that, but it's a wontfix given the statement above. This will never be implemented...

This has been a deliberate design decision since 4.0. It's too complex to handle with differing screen resolutions, a hack-fest and a nightmare with regards to maintenance, so I doubt it will be ever implemented.

You can however create two separate panels, one for each screen if I recall correctly.
