Is here any way, how to sort menu items in kmenuedit by name, description, or command of items?

Also, how I can set KDE for displaying name (now I see only useless descriptions) in tooltip for icons in main panel (I have disabled icon mouseover effects and enabled tooltips in kcmshell panel)?

At this point there are no plans for any further major KDE 3.x releases, which means no further features may be added.

Therefore all you can do is check KDE 4 for this feature, and migrate to it in the future.
