Good afternoon i have installed plasma active 4 on my nexus 7 and I wish I would open automatically at startup and full screen browser application .... anyone have any idea how can do?

Not sure about the full screen part, but if you place a *.desktop file for the web browser in ~/.kde4/Autostart/ then it should be started as part of the startup process, assuming Plasma Active is fairly similar to a normal KDE system.
