I have installed Kubuntu 13.10 on my Exopc tablet (Intel). Touch works well enough inside KDE and non-KDE apps, but not on Plasma widgets.

This includes panel, virtual keyboard, folderview or any kind of plasma widget. Although, the panel seems to respond to touch input at the start of a session, it quickly goes away as soon as I use (touch) any window.

"goes away" means the panel disappears or simply stops reacting to inputs?

It simply stops reacting to touch inputs. I can still use it with a mouse, however.

I assume it's this one:
http://home.eeti.com.tw/LinuxDriverDownload.html

Then what's the output of

eGTouchD --version

(it will likely ask to remove a file, you can "n" that)

I don't think so.

There seems to be no such command.

Should I install it?

You could try - it's the vendor driver, but operates on an iput daemon which you want to start from /usr/share/config/kdm/Xsetup
This would help if you observe a bug in the evdev module/driver.
