Looking at https://www.kde.org/announcements/ I see that the newest version of Plasma is 5.3.1 – 26th May 2015 - Plasma 5.3.1 "KDE Ships Plasma 5.3.1."

where 5.11.0 is the version of KDE Frameworks not KDE Plasma I guess.

Btw, at https://userbase.kde.org/Plasma/FAQ/Index one reads that

Plasma has the same version number as the KDE Software Compilation that it is a part of.

This seems to be outdated as KDE Software Compilation was replaced with KDE Frameworks/Plasma/Applications AFAIK.

plasmashell in particular apparently has no "--version" switch - lol.
So the only way to check the version seems indeed to query your installed package (missing a trailing "*"?)

Since the commit doesn't contain a FIXED-IN key, you (me, everyone) needs to perform a date comparism with the plasma release schedule which google tells me to be found here: https://techbase.kde.org/Schedules/Plasma_5

Right, quering with

gives many more packages and those with names starting with plasma-* are indeed versioned correctly i.e. 5.3.1-x.fc22

bugs.kde.org, plasmashell component - no idea whether that's accidental or intended (this used to be added magically by KApplication, might have got lost on transition to QApplication, requires QCommandLineParser::addVersionOption();)
