If I leave plasma on for a long time without touching it; it logs me off:

But at this screen I can login again via the Belgian azerty layout. It's only when plasma is restarted that plasma falls back to the US qwerty layout, for logging in. Is there not a file where this restart logging in, keyboard layout, is managed?

You're *not* logged out, the screen is simply locked and the locker offers to start a new session instead of just unlocking it.
The locker is however part of *your* plasma session and *not* sddm.

Do you copy/paste that out of some editor (nano) from eg. a remote login or so? That's no way a complete X11 log.
