I think its in a package called something like plasma5-addons or kdeplasma-addons dependent on what distro and version of KDE you run

Yes, the calculator runner works properly.
I am on Plasma 5.6.4 (Kubuntu with Backports), the package plasma-runners-addons is installed, and Unit Converter is activated in krunner.

Krunner's currency conversion is working properly now on plasma 5.6.5 / frameworks 5.23.
