Screen is blanking with no power saving options selected

My screen blanks after inactivity of 40 seconds. Have done the usual settings selections with no satisfaction:
system settings |energy saving |on ac power |dim screen, unchecked; screen energy saving, unchecked;
system settings |activity settings |define a special behavior |never shutdown the screen, checked
Reboot after such settings makes no difference.

Tried the cli:
xset -dpms; xset s off
xset s noblank -dpms

Installed java jar program called wigglemouse-2.6.1, invoked with 30 second intervals, also with no luck.

Am an intermediate linux user and _loving_ this desktop:
linux 4.4.0-38; kde neon, plasma 5.7.5;

Noticed that there is no blanking until after I've interacted with the de.

OK, I see more than two three dozen have glanced at this without a comment. No mention of a fix, nor anyone with a similar issue. I'm glad there isn't anyone having this trouble. It is not a deal killer, but quite a niggling little quirk all the same.

Is the community likely less interested than neon developers appear to be? How is this to be taken?

Update: This continues to be an issue after having upgraded to plasma 5.8. Meh!
But does this look damn good all the same. Thanks team!

I am running Kubuntu 16.10 and I am having the same problem after I upgraded to plasma 5.8. I Just can't figure it out! It is very annoying!
