If I click on the panel launcher and there is an active application having the focus, the launcher menu does not open. If I click on an empty spot in the desktop, so the active application loses focus and then I click on the panel launcher everything works fine.

The same applies some other items that pop up from the panel like the hamburger menu.

Is this a bug or is there something wrong with my settings?
