User Permissions - How use root access to set an widget

Hello!
my Linux Distribution is CentOS 7.7.1908, with KDE 4.14.8. CentOS is used as the base to another system called SAGE.
After installed, we have 2 users:
-sagetr1, with permissions to edit it´s own desktop;
-sageihm, with no desktop permissions
I need create 4 "shortcuts" on sageihm desktop, but I can´t do it. I tryed editing $HOME/.kde files, using both sageihm and root login, but when I login KDE visual environment, the files return to default configuration.

So, I would like to understand:
1) How KDE manages user permissions and
2) How can I, with root access, edit desktop KDE widgets to other user without permissions?
