I'd like to know how to hide or delete the taskbar from KDE, so it's unreachable for some users.

You should look into Kiosk, which may provide some options into locking down the behaviour of Kicker ( preventing changes to it ).

Found the solution :

kwriteconfig --file ~/.kde/share/autostart/panel.desktop --group "Desktop Entry" --key Hidden true

Which is the same as creating a file ~/.kde/share/autostart/panel.desktop with the content :
