Modify kickoff's panel icon

I saw an screenshot of Mandriva 2009 here with a wider kickoff button :-) Does someone know how to set it up like that?

I believe they customise a low level configuration file or make source code changes. Users can change the file $KDEDIR/share/icons/oxygen/128x128/apps/kde.png
