Keyboard shortcuts for widgets

I have KDE 4.2 and can't set keyboard shortcut for any widget.
Is a way to solve this problem?

The shortcuts actually do nothing if the widget doesn't know what to do with them. If there aren't any actions for that particular widget, the shortcut just gets focus to it. Is it what you're seeing?
