When I first add RSSNow: http://i41.tinypic.com/whzed3.png
After restarting Plasma: http://i39.tinypic.com/r75fcx.png
After attempting to resize after restarting Plasma: http://i43.tinypic.com/sddanq.png

This is even worse if I remove the drop zone.

This ( in theory ) should not be able to happen, especially the second screenshot. Please try attempting to reproduce under a new user. You may have a damaged Plasma configuration.

Which KDE version are you using?

I'm using 4.2, but you're right, it doesn't happen on a fresh user. What would I do to fix this?

It appears it's any multitude of plasma themes that cause this, so far Aya and Perfection do it.

Your Plasma SVG Cache could be corrupt. Remove $KDEHOME/cache-${'hostname'}/plasma*

No effect.
And when using either of the two themes I mentioned, it happens on the new user too BTW.

It appears something is wrong with your Themes then. Ensure your installs of them are not damaged & are fully updated.

If that does not resolve the problem, then please file a bug if it does not already exist on bugs.kde.org

Other than oxygen, do you know of a theme that it works with for you?
(I want to make sure it's not all themes, and is just related to the ones I happened to use)

I only use Oxygen unfortunately. Please file the bug for the ones that are affected.
