Hi guys,

I have a vertical plasma panel on the left side of my screen which only has application icons in it, meaning icons I dragged and dropped from the Kickoff menu to the panel.

Since recently the order of these icons as well as the panel height gets messed up between logins.
So I would log in, unlock plasma widgets, reorder my icons in the panel as I want them, adjust panel height and once I log out and in again, the icon order and the panel height have arbitrarily changed again.

Any ideas how to fix this?

It sounds likely that Plasma has a damaged configuration. It is likely that any changes you attempt to make will not stick. Please see the Plasma FAQ in this forum for information on how to remove your Plasma configuration, and to start over again.
