Is it a plasma bug that after calling setBackgroundHints(TranslucentBackground), if plasmoid is on panel it's icon becomes extremaly small?
By the way, is it possible to detect what is the placement of plasma widget (desktop or panel) ?

It is possible to determine the type I believe. You need to access the Plasma::Containment you are in using Plasma::Applet::containment(), then you need to call Plasma::Containment::containmentType() on it to retrieve the Plasma::Containment::Type enum.
