Can't move, resize the panel nor add move items on panel

Hello everybody,
Background of the problem:
I have a few questions, which I know were covered by a tutorial created by person named "Nevendingo" or something similar. However, neither that tutorial, Google nor the user base helped me. I know it's not my inability because all over the internet, there is an indefinite number of post from people who are experiencing this problem.

Help is needed with the following:
Does anyone know of a great plain languaged, step-by-step post or posts that would answer the following questions:

How does one move the panel to the top of the screen?
Question #2
How does one change the location of items on the panel?

I am now at the two hour doing what I used to take for granted, so I implore help.

First, Widgets must be unlocked. Click on the 'cashew' and click on Unlock Widgets. Then just click on the Panel and drag it to the top of the screen and let go.
Question #2
How does one change the location of items on the panel?

Again, Widgets must be unlocked. Once that is done, there is a second, smaller 'cashew' on the Panel. Click it which brings up the Panel adjustment panel (appears above the Panel). To reposition items on the Panel, just put your mouse over it and you will see a four-pointed movement indicator. Click, hold and drag the item to another location on the Panel you want it at then let go of the mouse button. Close the panel adjuster by clicking on the circle-red x and you're done.

That won't work. You are right that you need to unlock the widgets. After that, click on the cashew on the far right of the panel you want to move. A bar will appear. There will be an icon with four arrows pointing up/down/left right with text next to it saying "desktop edge". Click and drag that box to the desktop edge you want, then let go.
