Two panels docked to the bottom of the screen

Just moved from Gnome to KDE 4.4.3. And I have a problem. I used to bottom panel having 2 "sections" divided horizontally. Lower one - for menu, running programms labels, clock, etc. And higher one - for apps icons for quick launch. But I can't place two panels in the bottom of the screen, nor divide one panel.
Here, I tried to picture what I want:

Is there any way to archieve this?

This setup is not supported by either Plasma Desktop or Plasma Netbook at this point in time, even in KDE Trunk.

Thanks for your response.
Then, maybe there is any way to make a widget be "always on top" so I can place apps bar just above the panel, and have access to it at any time?

You can use nested containment widgets to do this, I think. Make a containment widget for each row, then make another containment widget and put them in that, then put that in the panel. This all has to be done on the desktop, as far as I can tell, and I can't guarantee it will work in all situations. It is certainly not the most elegant solution but I think it will work.
