How can I restore the window resize function so it works from all sides including the top?

This worked fine with KDE 3.5. Why was it changed in KDE 4 to eliminate being able to resize windows from the top of a window frame and now only from the left, right, and bottom?

Window resize works on all sides here. I use the Oxygen Window Decoration however.
