I've installed several comics for the Comic Strip plasmoid via the 'Get Hot New Stuff' interface, but none of them are showing up in the configuration dialogue. I confirmed that the comics are installed by navigating to ~/.kde4/share/apps/plasma/comics and verifying that the .comic files are in fact there.

Can anyone tell me what the cause of this might be?

Thats a regression of kde 4.5.1, i and others which i asked have same problem. 4.5.2 should have fixed that issue, just wait a week

Fixed by latest update, as promised!

I have KDE 4.13 and the same thing described here is happening to me... any ideas?

Can you please open a new topic, describing the causes of your issue so we can investigate it more closely?
