Cannot add widgets to screensaver

Running 4.7.1, I have setup the blank screensaver.
I enable widgets, but when I click on Configure widgets... it takes me to the screen saver, but there is no option to add widgets.

There's nothing on the screen. If I right-click, it shows "Unknown preferences" option, but disabled

Sounds like a bug. I still have stuff on mine, but I forgot when I added them. Besides, I haven't seen any commit to plasma-overlay in quite a bit of time.
