Dual Screen, windows covering top panel

Recently got dual monitors set up on my laptop, but I've been running into a slight issue with a top panel... maximizing a window on the "lower" of two monitors causes the window to maximize to the top edge of that screen, with the panel covering it. Maximizing a window on the "higher" of the two screens acts normal with a top panel, but will cover a bottom panel. Temporarily, I've got the panel set to autohide for now, but is this a bug that can be fixed to force windows to maximize to panel edges on dual monitor setups?

I suspect this will be caused by a bug in X - due to the way panels work. They inform X that certain areas should not be covered by windows. However, these areas do have a limitation - they must extend outward from a side of the screen - and X probably treats them as one "big" window.

It could possibly be a Plasma bug though. How do you have your screens setup, with Xinerama or?
