Is it a bug if kde programs over-ride your keybindings?

Hello,

First I think I should say, since this is my first post, that I'm really greatful for all the effort the KDE teams has put into creating what I consider to be best contemporary desktop environment that I've had significant experiance with, and to Trolltech/Nokia for making the Qt toolkit freely available.

I have joined the KDE forums for the purpose of asking the question in my subject line: namely:

Is it a bug if programs like kwite and kate ignore my custom set "standard keybindings"?

An example of the above:

I have tried to set my keybindings to mimic the GNU readline / emacs keybindings as close as is possilbe in KDE, but kwrite ignores "^f" (My "move forward in document"action, and kate tries to pop up my bookmarks when I hit "^b", which I have set to "move backwards in document"). I want to know whether I should report stuff like this as a bug, or if I should submit a feature request.

Also if anyone has any advice on trying to mimic gnu readline / emacs style keybindings for text input in KDE4, I'd welcome it. I would also settle for consistenly vi-like keybindings for text editting, though that would not make me nearly as happy; I imagine I could eventually get used to them.

Assuming the shortcuts have been set correctly using Settings > Configure Shortcuts, then that is a valid bug in the affected applications. Please ensure you test with KDE 4.3 or later ( SVN Trunk ) before reporting.
