currently running Linux Mint 17.3, KmyMoney 4.6.4, Kpatience 3.6. These are fine. On Oracle VM Box running Mint18 Cinnamon and Mint18 Mate with KMymoney 4.6.6-2 and Kpatience 3.6. Both applications have missing icons. Is there a fix? or is this a 'Mint' problem?...

Kmymoney is still a KDE 4 program, and i think needs to be told to use the Oxygen icon theme. To do this, open a terminal and enter:
and select the Oxygen icon theme, which may need to be installed if not present.

same problem here; on Kmymoney 4.6.6 and xubuntu 16.04
a bug has been created https://bugs.launchpad.net/ubuntu/+sour ... ug/1521689 the command " kcmshell4 icons" did not work for me |

KMM 4.6.4 and 4.6.6 are packages automagically imported from Debian, Ubuntu does not actually package or maintain this itself. However, there is the latest4.8.0 KMyMoney available for 16.04 based distros:
