The monetary decimal symbol is not correctly set in the KDE

Hi
I was forced to migrate from Linux to Win7Pro and used to run KMyMoney on my Mint machine.

Since I wanted my files, I've installed Opera VM with several different distributions and ALL of them throwed this same error:
"The monetary decimal symbol is not correctly set in the KDE System Settings module Country/Region & Language"
(changing settings in all my Linux install attemps made no change).

While looking for a solution, I found KMyMoney for Windows (btw will a kmymoney linux file work on windows version?).
However, the same error from KMyMoney that shuts down the program before I can do anything.

Since I'm on a Win machine, how can I change the KDE System Settings?
There's no systemsettings.exe (or non executable) on the installation folder, as somewhere someone said.

Urgent help would be highly appreciated. I've got 1 1/2 months work and balances pending.
